Parametry wywołania :

IdentyfikatorUżytkownika - identyfikator podany podczas rejestracji lub pusty string
HasłoUżytkownika - hasło podane podczas rejestracji pusty string (demo)
Miejscowość - miejscowość dla której chcemy poznać właściwości (wojowództwo/powiat/gmina)

usługa zwraca string Województwo+#+Powiat+#+Gmina
